Two things make recursive publics distinctive: the ability to include the practice of creating this infrastructure as part of the activity of being public or contesting control; and the ability to “recurse” through the layers of that infrastructure, maintaining its publicness at each level without making it into an unchanging, static, unmodifiable thing.
